Admiral Peruri is the main antagonist in Ganbare Goemon: Tōkai Dōchū Ōedo Tengu ri Kaeshi no Maki. He is a tengu who commands armies of monsters in order to collect the legendary three mystical items. He was the one who hired Mr. Goemon's gang to distract Goemon and Ebisumaru.
Originally, Peruri came to Japan to establish a commercial treaty with the country, but people were afraid of him. A person called "Sakura-san" promised him they would help him and Japan would open its borders if he retrieved the three mystical items. Peruri then set up the events of the game. In exchange for help to rebuild their abandoned village, Mr. Goemon's gang agreed to aid Peruri to carry out his plan.
Later, it is revealed that Sakura-san was actually Kinemon, the corrupt magistrate of Oedo Town who wanted the three mystical items to conquer Japan. After Kinemon's defeat, Peruri apologized for all the troubles and was allowed to establish foreign trade with Japan with the help of Goemon as the new magistrate.
